Ugo Giorgio Pacifici Noja è nato a Milano nel 1965, si è laureato a Roma sotto la guida di Francesco Guizzi e ha vissuto a lungo in Francia, dove ha conseguito con lode il dottorato di ricerca presso l'EHESS, sotto la direzione di Maurizio Gribaudi. Ha ottenuto successivamente una laurea e un master presso l'Università di Madrid.
